On a personal note, I have always and always will consider softball a recreational sport. I approach it in that manner in all aspects of my job as a State Director. Posts: 2233 (01/12/2009 09:04:28) RMUSSSA State Director More My Recent Posts Message Me Connection Blocking Invite	2009 Changes and Points of Emphasis Roster rules have been modified so that if you have a roster of more than 16 players at the time you freeze, you can now use drops to 'create' adds. In the past if you had 17 or more players for instance you lost an add for each one of those players and you couldn't drop a player to pick one up and create a spot. You still get four adds, one of which must be used by July 1 and you now get four drops and they can be used to create spots for an add if you have more than 16 when you freeze. Your roster is frozen when you win a qualifying event like an NIT or when you enter the State Tournament. We are switching to the USSSA Classic M and Classic W balls for 2009. We will use the remaining stock of Elite and Womens Distance balls for some early season tournaments. The Classic M and W balls are what you will see for all National and World Tournaments you travel to in 2009 Nationals are now a requirement for all Mens and Womens teams going to Worlds. You are required to enter and play. If the event is canceled for any reason you are deemed to have met the requirement USSSA has added an additional way to earn an unpaid berth to Worlds by allowing State Directors to set a qualifying standard. In the addition the traditional ways available previously, you can now qualify in Mens and Womens by playing a minimum of ten (10) USSSA events to include an NIT, State and National. Posts: 2234 (01/12/2009 09:32:48) RMUSSSA State Director More My Recent Posts Message Me Connection Blocking Invite	Tournaments Tournament entry fees have been set at: 275.00 for all 55 minute time limit events 300.00 for all 70 minute time limit events Above entry fees include balls and two umpires. We on occassion will offer lower fees for different formats, introductory tournaments of BYOB events Teams must be registered in their respective program to enter a tourament. Mens teams must be registered in the mens program for instance. The mens program is NOT open to teams registered in the Hispanic or Military programs. Those teams must 'dual' register with USSSA even if they have the same roster. They will use the Hispanic or Military registration for events within that program and the mens program registration to play in their respective class within the mens program. Teams may enter tournaments by calling or emailing the director for that event listed at www.rmusssa.com . Teams are not entered in the event officially until they receive confirmation from the event director. This can come verbally over the phone, via a return email or if you see your name listed as entered under the event thread here on our message board. Team managers are responsible for confirming entry with the tournament director. Directors may require a credit card to hold your spot at their discretion. Deadline to enter each week is Wednesday at 5pm. On occassion we will take an entry after 5pm if the bracket hasn't been drawn yet. We do pn occassion sell out early and enter teams on a first come first served basis. Wait for the deadline at your own risk. We accept cash, money orders and checks the day of the event. Directors accept credit cards at their discretion and NEVER the day of the event. Check with that weeks director if you are using a credit card. You'll need a Paypal account in most instances and we only take credit cards to the entry deadline We DO NOT run any division with less than five teams. We will rarely if ever have to combine mens divisions given the size of the program. If we combine in the womens or mixed programs we will do so at the directors discretion and teams will be given the opportunity to withdraw before the deadline. There are several ways to bracket tournaments and for most events we use USSSA points. For NIT's, States and Nationals we ONLY use USSSA points. On some occassions we will bracket using power rating, power bracketing or even a random blind draw. If bracketing in any other manner than on USSSA points the director will notify you of this before the entry deadline. As a rule we play double elimination. When we combine, or in some programs, we will on occassion offer a 3GG or greater format. We will do so on a space available basis and always at the directors discretion. Qualifiers are offered with 55 minute time limits and 10/15/20 run rule. Teams are required by rule to have nine(9) to start but we tend to let you start with what you have if you want to play. You'll take an out for each missing spot in the order and starting with less than nine will be allowed at the directors discretion. NIT's, States and Nationals are offered with a 70 minute time limit and you must have nine(9) to start. Directors do not have discretion to allow you to start with less than nine in these events. This includes turning in a completed roster and all fees due for that day. RMUSSSA recommends that managers arrive 30 minutes before their first scheduled game. You'll find it very helpful if you put your roster online at www.usssa.com and bring it with you the morning of the event. That will save you a lot of time and energy as you don't have to chase team members for info and signatures. ONLINE rosters only require the signature of the manager. Hand written rosters must be the official RMUSSSA roster we provide and must contain the LEGIBLE names, birthdays and signatures of all participants including managers for a given weekend. NO ROSTER CHANGES may be made after the first pitch of your first game. All players must be prepared to provide government issued ID on demand. That means have it in your bat bag, not in your car. We allow players as young as 16 to play in the adult program. Players who haven't yet reached 18 must have written permission from a parent. A parent on the same roster is deemed to have given permission. Once games start Umpires have sole authority on the field. They are responsible for any ejections from the game and may consult with a tournament director or UIC as needed before rendering a final decision. Directors or UICs will not come to the field and render a decision regarding play or the rules unless requested to do so by the umpire on the field. Directors may come to the field if a roster irregularity is discovered. Roster protests are free and can be made at any time but are limited to whether the player in question is on the roster and can provide government issued ID. Rules protests are 100.00 cash and them money is returned only if the protest is successful. Tournament Directors have final authority over all matters regarding the tournament and the State Director has final authority over all matters pertaining to the program. We will always attempt to play a tournament to completion. If we are unable to do so due to whether or acts of God, we will first attempt to complete the event with a modified format. If we are unable to do so we will coin flip the event to completion. Our rain out refund policy is: Zero games played, full refund One game played, 50% refund Two games played, no refund

Posts: 2236 (01/12/2009 10:13:16) RMUSSSA State Director More My Recent Posts Message Me Connection Blocking Invite	Conduct/ Ejections/ Suspensions Teams failing to withdraw before the deadline and then failing to show up and play will be suspended until they pay the no show/ forfeit fee of 125.00. The entire roster will be suspended, not just the manager. Tournaments have costs associated with them and once we bracket those costs are fixed. Teams that write us bad checks will be suspended until the check is made good and all associated fees are paid. The entire roster will be suspended and not just the individual who wrote the check. We list those suspended for financial misconduct at www.rmusssa.com and they remain there until they make good on the bad debt. If you are ejected from a game for conduct you are expected to leave the playing field immediately. If you do so, remain courteous and quiet you will be permitted to remain in your dugout. DO NOT set foot on the field of play to coach or otherwise if ejected. If you continue to be an issue you will be ejected from the park. All players ejected from a game will sit the next game additionally at minimum and the penalty will be determined by the Tournament Director and could be as much as the remainder of the tournament. Players ejected after the final out of a game will be ejected for a minimum of two games and up to the remainder of the tournament at the Tournament Directors Discretion. We have a zero tolerance language and conduct policy that we apply using basic common sense. We ask that you apply common sense to your play and conduct when at the field as well. Common ways to find yourself on the sidelines or leaving the park early are, but not limited to, use of inappropriate language, especially the F-bomb, acting in a threatening way towards your teammates, opponents and particularly officials. Managers are responsible for the conduct of their teams and fans while at the park. Any suspensions resulting from conduct will be made by the State Director and may be made up to a period of one year. Ejections beyond one year will be made by the National Disbarment Committee and if we have to go that far you can rest assured I will be seeking a lifetime ejection.

We schedule events where they sanction their leagues, really that's all there is to it. We gave Clement/ Schaeffer a try last year because you asked for it scheduling seven events there. We ended up canceling four due to lack of participation. We are offering some league/rec tournaments that aren't open to most of you in the Springs this year and we potentially have some events at Kennedy this year where one of our charity affiliates chose to ran. Some other reasons we go where we do are that some places don't need our business, they are having no trouble filling up with youth events. Others can't give us as much as we'd like because they're demand is so high and finally with the size of our events and many facilities limited in the size of theirs, we have to go where we can find facilities big enough to handle large events. In 2009 we will be offering the following divisions: Mens: Conference Colorado, B/C, D, E, Rec/League, Upper/ Lower, Open Womens: Upper/ Lower, Open Mixed: Upper/ Lower, Open Hispanic: Comp, Rec, E Military: Varsity A, Varsity B, Intramural All B/C and designated D teams must play in Conference Colorado, Upper or open events. These teams will play in their respective divisions for NIT's and State and of course are always welcome to play up. No Conference Colorado teams will be permitted entry in lower, rec/league, D or E qualifier events. Remaining D teams can play in up in upper or Conference Colorado if they desire and are permitted to play lower, open and D qualifier events. E teams can play E, lower, open or play up in any events they desire. Rec/ league is open to beginner league teams without tournament experience. Rec/ league teams can play up in any division they desire and will be moved up to E once they gain experience. No other classifications are permitted entry in these events. For the remaining programs please refer to the appropriate threads on your message boards for details on what we offer and where you can play.

We list upper and Conference Colorado events as B. C teams receive double points if a B team is entered only. D teams receive double points if a C or higher team is entered only. This holds true for all programs. Points are earned based on the highest classified team that has entered and not on the classification the tournament is listed under. A complete list of points you can earn is available at www.usssa.com Teams that do not have their roster online do not receive points for any event.

If you have interest in getting your league sanctioned please feel free to contact me and I will be happy to help. Teams playing in sanctioned leagues are eligible to receive USSSA points. I enter league results for those leagues that contact me. If you play in one, have your director contact me at the conclusion of each season and I will add them to the data base. League rules and rosters supercede tournament. In other words, you are subject to the playing and roster rules of a given league no matter the make up of your tournament team.

Outside of your classifications State Tournament, these are our premier events and we encourage you to check them out. NITs are your best bet to earn a paid World Berth and generally provide the best competition to measure your team against. April 25-26 we'll be offering Mens B/C, D, E and Womens Upper at the Aurora Sports Park. A Womens Lower division will also be offered for those teams not interested in a World Berth May 23-25 we'll be spending three days in Loveland as we open there new fields. Again Mens B/C, D, E and Womens Upper will be offered. We'll also be offering Women's lower in an NIT format but without a World Berth and finally we'll be offering a Mixed tournament Saturday and Sunday night and into Monday as needed. It'll be a no conflict event and offered in regular qualifier format. June 6-7 we'll be in Loveland again with Mens D and Womens Upper. As usual we'll have Womens Lower for those teams not seeking a World Berth. July 4-5 we'll be in Loveland offering Mens B/C, D, E and Womens Upper. The usual Womens Lower and if we have the space a Mixed Qualifier event in the evenings. We had this event scheduled for Monday as well but the official holiday this year is Friday the 3rd and so we won't be asking you to take Monday off to play ball. We'll leave the Mixed Qualifier on the schedule for now as a tentative event. July 24-26 is our premier event as the Rocky Mountain Shootout joins the ranks of Conference USSSA. Some of the big boys from Major softball will start the event off Thursday the 23rd with a homerun exhibition at Coors and then we'll start play on Friday night. The Conference tournament is open to all mens teams and Mens B/C and D teams are encouraged to play. We'll be offering a Mens E and Womens Upper NITs starting on Saturday and of course the usual Womens Lower event. The top finishing B/C and D teams both receive paid World Berths and if I get a great turnout I'll provide some travel. One other perk is that if you win a berth here the berth and travel provided don't count against you if you win another NIT- only way in the USSSA system you can benefit from winning more than one NIT. The 'big' teams have all put it on their schedule and this will be a great opportunity for you guys to have some fun saying you played a Major team. Provided we figure out how to get high speed internet out there, the event should be broadcast live on the internet as well. I understand the amazing Dono might even grace us with his presence for this event.

As such we require that you qualify for these events. Mens teams can qualify by Winning an event with less than 12 teams Finishing in the top 25% of a tournament with 12 or more teams Teams qualifying in this manner must have played a minimum of six(6) in state USSSA events Teams may qualify by playing in a USSSA sanctioned league Finally, we'll give at large berths to teams who played in at least ten(10) in state USSSA tournaments. We provide a paid World Berth for all Mens State Winners and the paid berth can be passed down as low as fifth place. If the berth is passed down beyond fifth it becomes an unpaid berth. Womens, Mixed, Hispanic and Military State require approval from your respective Program Director and State Director and will be reviewed on a team by team basis. If we offered events in your program and you made the effort to play you can count on playing for a State title. State Director reserves the right to enter teams that have not met the above criteria. Teams may play in up to three(3) State Tournaments but will only receive double points in one in which they play up. Teams qualifying through tournaments are required to have their roster online at the time of the event.

We encourage all teams participating in the program to do so. It's an easy system to use, makes things really transparent for everybody involved and makes entering tournaments a breeze. If you need help in getting your roster online, USSSA has a decent tutorial on the website or you can contact me. You are given access to your teams site once you register with us and you have register new each year. Teams attending Worlds or traveling out of state will not be permitted to do so until their roster is online. We freeze rosters when you qualify for Worlds by winning an NIT and for all teams entering their respective State Tournament. Once frozen you are permitted four(4) adds and four(4) drops. Adds may be used up to 72 hours before your respective World Tournament and drops must be made no later than August 20. Players added MUST NOT have played for a higher classified team that season and all adds once frozen must be approved by me.

You'll find that many fail to do so, that doesn't relieve you of your responsibility. I require that you contact me for approval for all out of state travel prior to the event and that you have your roster online. You must of course be registered with USSSA. The ONLY reasons I will hold you up are if you owe us money or you are trying to play in the wrong division. I'm easy to get a hold of, just call or email me your plans.

Posts: 2246 (01/12/2009 12:20:31) RMUSSSA State Director More My Recent Posts Message Me Connection Blocking Invite	Classification Without a doubt my least favorite part of this job. It's the one that everybody seems to think is life and death and without a doubt causes the most friction between you and I and the most message board fodder. My philosophy is not to create powerful teams that can win Worlds but rather to ensure competitive balance at all of our events in Colorado. I seek to do so while still giving you a reasonable opportunity to compete at Worlds. If you manage to win a World Title we'll be proud of you because you will have done so within the framework of our competitive and balanced state program. My basic thought on this is that growth for our program is going to continue to come from the bottom and so I will continue to move teams up. As a guideline I generally bump teams that won 60% of their in class games the previous year. I sometimes bump teams that won less and sometimes leave teams that won more alone. It's on a team by team basis and because I'm at the fields pretty regularly and playing against many of you, I feel qualified to make the decision. You can get bumped a few ways Win a National or finish high enough in your World Tournament and HQ will autobump you. That pretty much means you are going to play the following year up one class and that while you are eligible to appeal, don't plan on it being successful. Instead, build your team for the new class making improvements. You can be bumped by the National Classification Committee. This Committee exists to ahem, 'assist' State Directors who (in my opinion) aren't doing their job. I work hard to stay off their radar and in so doing bump aggresively because I truly believe it is what is best for the game. You can be bumped by me. In all cases you have a right of appeal and that appeal comes to me first. If you are unhappy with my decision or if I feel like it needs to go higher because I am too close to the situation, it goes to the NCC mentioned in the previous paragraph. I can tell you from experience they will error conservatively either backing my decision or if I requested the help, leaving you in the higher class. In all appeals, I'm not looking for donations and I want you to have a good time at the ballfields, so they're all handled seriously and if you communicate and play with us often, I'll get you playing in the right division. If you are bumped your roster is subject to certain rules. As an autobump, you play up if you have any combination of four or more guys from the autobumped team OR if you have any combination of those guys plus guys off of higher classified teams or other teams that were bumped. If you do, it's out of my hands, you play up according to the constitution. In the case of my having bumped you, I follow the exact same roster rule and generally don't make exceptions to it. Ways to appeal successfully? Well first, play. Nothing sticks in my craw worse than teams that want to appeal to play down before having played a single inning. If you want me to be a hard ass about your team and classification, start bugging me about moving down in December before you've played any tournaments with us. If you play, and I don't even need you to play a lot, four tournaments with some decent numbers in them is my general rule and I'll consider your appeal. Communicate. I tend to help those that communicate and work with me. Communicate doesn't mean contact me, say you want to move and then get PO'ed when I don't move you. Talk to me about your teams plans, goals, roster, how much you're going to play, etc and we'll come to an agreement once you've played a little. Again, I'm not looking for charity here, I don't want you to be miserable all season Q'ing but I also want you to challenge yourself. Not everybody gets to win all the time when bumped....it's the reason you got bumped in the first place. Sure ways to fail in your appeal? I treat everybody to the letter of the law and always will. There are teams I like and teams, well, not so much...but you'll all be treated equally within the system. An appeal is more or less a favor however and I treat it as such. Teams that fail to play, choose to play elsewhere or are pains in the ass to directors and staff probably won't be successful in their appeal. I'm informal, you don't need to fill out any forms, just play, talk to me, show some sportsmanship and sooner than later you'll be playing where you belong. It may be in the same division, it may be in a new one. Last thing on classification. I've been pretty good to you guys in the past leaving you where you started the season. I have some real question marks in the D division this year and so this is your one and only warning. Do not make long term travel plans because until I see more of your team I will not guarantee you are going to complete the season in that division. I'll make final decisions on all of those teams by the first NIT.

I understand that umpires strike zones will vary in regards to height and speed but one place we'll be putting an emphasis on in 2009 is the proper pause. Only a few of you walk the box front to back or side to side but we will be making an added effort to call the rule as written- you have five seconds from 'play' to deliver the pitch and you must pause for one second before delivery after establishing your pivot foot. Real world examples of what the the umpire is now going to call 'unfairly delivered' (provided the batter doesn't swing) are LB's side to side box walk, Curly's back to front walk and Scrappy's holy roller. Not an effort to single anyone out but they provide good illustrations for what has been, and now should be called unfairly delivered and result in a ball consistently.
